 The explosive growth in popularity of all types of personal water craft has been a great thing for manufacturers and for those who enjoy riding them, but these small, fast, highly maneuverable watercraft have created as much conflict as ATV's have on public lands.  In fact, it's beginning to look as if PWC's will be banned from all national park waters by 2003.  
     While recent administration changes lead some to believe that the ban won't really happen, others caution that the fight is far from over.  We've gathered up some resources here that might help you get informed on what's currently under consideration here.  Since we expect the information to continue to accumulate, we've set up a PWC Proposed Ban section on this page with links to everything we've found.  Basically, the way it looks to us, is that the National Park Service prohibits use of PWC by default in Chapter 8 of the 2001 NPS Management Policies document.  Since there's no bookmark to take you there, we've snipped a copy of section that deals with PWC usage and pasted it in here.

Motorized Personal Watercraft (PWC) use is prohibited unless it has been identified as appropriate for a specific park. PWC may be authorized if an evaluation of the park’s enabling legislation, resources and values, other visitor uses, and overall management objectives confirms that PWC use is appropriate and consistent with the criteria in section 8. 2.
